You can buy a Kitty Sajer Vibrating Massage Mitt for cats at GraveYardMall for $15.99 (reg $79.98). I know my cats well, and if I petted them with a vibrating mitt, it would last about 3 seconds. I can see the instant reaction: A quick bite to the mitt, a good claw hook, then a dramatic exit. I think the cat in the picture is just about to make his opinion known. Either that, or the mitt wasn't turned on for the picture. I'm tempted to buy this in hopes that I am wrong, or for the entertainment value. There is one for dogs, too; I think dogs would be much more agreeable to a vibrating mitt.
