That extra filler allows you to use a Register Reward on top of other coupons, as long as you have enough items to match the number of manufacturer coupons you are using. For example, let’s say you have a $1 Register Reward you need to use. You are buying a $3.59 bottle of shampoo with a $2 coupon. You also want to use your $1 RR to lower the price but that would be two coupons on one item. So you throw in a filler for .16 along with the in-ad coupon.
